Desktop Icons Not Active in Windows

The names but not the icons for them nor mouse activity on the 
desktop is happening.

Possible Fix:
-------------
1.  regedit
2.  HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
	ForceActiveDirectoryOn		dword=1
	NoActiveDesktop			dword=0
	NoActiveDesktopChanges		dword=0
3.  Exit regedit and restart the computer.
